The basis for the work on the project "Research Collaboration with Russia" is to produce qualitatively good, socially relevant, research-based knowledge for Norwegian administration. In the current project, they are working to continue and refine a system for collecting, exchanging and maintaining research-based knowledge on social issues for mutual benefit between Norwegian and Russian interests.
The objective is to ensure better access to information based on analyses, and through this, to contribute to a more reliable decision basis for political authorities and industrial participants. This is thus a supplement to the already existing apparatus under the auspices of the Ministry of Foreign Affairs, and can again stimulate to increased collaboration between the fishing industries in the two countries.
In consultation with the Ministry of Fisheries and Coastal Affairs, it has been determined that the following areas will be prioritised:
- Status in the allocation of quota system (sizes, allocations, etc.)
- Administration (structural changes, the roles of the various ministries, etc.)
- Fishing fleet/- industry and administration and policies (consequences)
The scope of the project represents approximately three man months, travel and interpretation-/translation expenses, and fees to joint venture partners pursuant to the budget. Given the budgetary limitations, this work will be viewed in context with other project activities at Fiskeriforskning that are involved with problems in Russia.
Results from the work are communicated in three different ways:
- Oral briefings/lectures to administration and industry
- Written memos (shorter issues)
- Larger, written reports that sum up development trends over time
